How exactly do you go about blending and shading in Elements? Is it all manual or do you use any other tools?

Somehow, I can't imagine Kuroobi not blushing at that scene, but I still remain in awe of your technical abilities and continual amusing slants on the fishmen.

All colors are laid using Elements default brushes and the appropriate selection tools. I basically just lay down a midtone color which I use for the shadow for skin tones (in this case, the blue shadows on Nami). The darkest tones are filled in next for clothing and hair, then using the brush tool set between 10-25% opacity, I mix the desired color (using color picker and never preloaded swatches) and work from dark to light. I only I hope I explained that clearly enough...
Hmmm....I think the thing that I'm having a hard time understanding is mixing the colors. I know how to mix colors when I have real brush and paint, but the digital paint confuses me. Do you mix the colors by just overlapping different colors onto the object with low opacity, or do you use any kind of blending tool?

Yup. Colors are just mixed by overlapping at a low opacity. For the program I use most frequently (Photoshop Elements), there's no blending tool to be utilized, but for say, Painter IX, which imitates real mediums, there are a variety of blending stumps and blending/glazing brushes to be used (I used that program to color this). What's more, there's the option of mixing colors on a separate palette, like real paint/pastels/what have you.
Because you're used to the real stuff, Painter IX would be a good experiment for you, I think. A free trial is available for download here.
